Yes, my instinct is the same. Run as fast as you can unless you *know* them to be legit, even by Google's measures for example. And I don't think that it is possible to know that unless you work for Matt Cutts.
I paid for a package to generate and maintain a fully compliant URL directory in the past. Although it is possible that the directory generated was of some value to someone, it never seemed to make any difference to Search results or listings.
